SUMMIT, NJ — In our write-up for the 02/17/2026 agenda we framed the meeting as a high stakes sequel with affordable housing again front, center and connected to a list of ordinances that closed down lots, made ‘zombie properties’ pay, and established set-asides and zones needed for the Round 4 ‘affordable’ housing plan approved by a Judge five days before the meeting.
Long story short – everything we wrote on the agenda about moved forward.
“OK, but what does this mean in real units?”
One resident focused on transparency and asked questions that echoed concerns residents raised earlier in the process. He said he had submitted questions and had not yet received answers. He cited Summit’s Round 4 number as 345 affordable units plus other credits, and said residents deserve perspective on what nearby towns’ obligations look like.
He asked for an estimate of how the 345 obligation “grosses up” to the total number of units that will be built, arguing that reasonable estimates were needed for the community to be able to have an informed discussion.
He also questioned whether Round 3 church-related components described as memoranda of understanding or planning stage are actually firm now that the Round 3 period has run its course.
What’s coming up….
The hearing for the ordinances will be held this coming week on 03/03/2026 where three additional ordinances will be introduced:
12431- Most folks know about the 2% cap when it comes to how much a town could raise taxes. There is also a limit to how much town are allowed to increase their spending (COLA)- this year its 2% which put’s Summit’s increase to + ~741,000; this ordinance would allow Summit to increase it by ~ 1.3 Million instead.
12420- Increases the daily parking rate in Park & Rail Lot #14 to $20/day.
12411-‘ which will Prohibit stopping/standing on Beekman Road, between Oak Forest Lane and Oakley Ave, from 7:00 am to 4:00 pm on school days’. The ordinance explains the reason as traffic being an obstacle to school arrival and dismissal. The prohibition doesn’t apply to City or BOE vehicles.

12434 Emergency Temporary Appropriations
A mechanism used to ‘keep the lights on’ until this year’s budget is adopted. The current temporary budget is ~16.5M, if passed the total amount would move to ~18.9M.

Connects to Affordable housing – Amended Housing Element & Fair Share Plan, manuals/marketing plan, trust fund spending plan (and requesting program/court approval), agreements (Russo Development , Our House , Summit Housing Authority).
