Summit’s 04/21 Council Meeting: Parking Hikes, Speed Limits and a $78M Certification

SummitTown Council Agenda and Meeting Summary

Ordinances
A lot of the bigger items on the Agenda for tonight’s meeting are showing up again for a final vote – so not many surprises on the headline stuff.

First up is the ordinance raising parking rates; here’s a reminder on where rates are going..

Daily parking: $4 to $5
Monthly prepayment: $80 to $100
Quarterly prepayment: $228 to $285
Annual prepayment: $864 to $1,080

Applies to  Broad Street Garage, Broad Street Lot East, Elm Street Lot, Sampson Lot, Railroad Avenue Lot, Maple Lot and Tier Garage.

Next is the Road Opening Ordinance, which would give the city more control over utilities and contractors performing road work

The last of the returning items involves speed reductions
Orchard Street goes from 40 mph to 25 mph
A portion of Springfield Avenue goes from 35 mph to 25 mph

All of the above are up for a final vote and you can get more detail on them from our last agenda breakdown.

A New Ordinance being introduced would allow temporary closures on parts of Maple Street from June 12 through Sept. 7, 2026 pending NJDOT’s okay. Reasons for closure include pedestrian use, outdoor dining and downtown events and covers the stretch between Union Place and Springfield Ave and another between Springfield Ave and 300/400 Alley

Resolutions

Professional Services Agreement with O&S Associate (engineering/construction admin) for Tier Garage Rehab – NTE $150k

Affordable Housing Task Force – connects to the “Affordable Housing Round IV Common Council Task Force.” part of the planning for state-mandated housing requirements.

Bills and Litigation

Bill list and payroll totals ~ $1.392M

Settlement agreement with Broad Street West Managers I LLC and another agreement involving a City employee

School Estimate Certification

The Council is also going to vote on a money bomb of a School Estimate certification (~$77,998,545) for 2026

Closed Session

Unfortunately, the agenda packet online doesn’t really provide substantive detail on what is going to be discussed – what we see..
-Collective bargaining
-Potential property acquisition
-Bunch of litigation updates (including the Tatlock Community Preservation Association)
-Sale of the Old Firehouse property
