BERKELEY HEIGHTS – Let’s start with finance which shows a drop in the general account. and a revised ‘Treasurer of School Funds Reports’ for November and December of last year. The reconciliation update shows…

A general account ending balance of $3,288,596.84 in November

Then $3,755,096.88 in December

Then $2,809,386.53 in January.

That’s a drop of about $945,000 from December to January.

Our ongoing analysis of the ACFR pointed to a broader story late last month on tightening district finances and questionable spending connected to Security, Administration, and Athletics.

While that trend is not the same thing as the month-to-month general account change we see on tomorrow’s agenda, it may help contextualize the broader fiscal pressure surrounding it – in any case, that drop ought to be explained clearly.

Next we have a bunch of policies coming back from the last meeting.

The Sexual Harassment P and P remains the most significant, going from two pages to 15 billion volumes of timelines, reporting channels, investigations and more.

Gifts, Grants and Donations is back on (we’ve covered this) and will add more accountability and oversight of the outside money flowing into athletics, a framework for student involvement and ensures parental notification.

Another policy that looks promising connects to text books moving decisions away from Principals and Departments and to the Assistant Superintendent. Add the policy changes connected to Instructional Supplies (formalized when students may or may not be asked to provide certain materials) and together they come across as an effort to clarify who controls teaching materials and under what rules.
