Resolution 2026-153 Police Department Renovation
$1,000,000 for administrative assistance connected to the Police Department renovation project. There’s a big price tag on this so while it might seem like nit-picking, the naming inconsistency should be resolved (UC Utilities Authority v. UC Improvement Authority)

Resolution 2026-154 Financial Advisor
Appoints NW Financial Group as financial advisor from May 1 through December 31, 2026 – four proposals were received.  While non-fair/open is legally permitted any time it’s used raises questions connected to process, disclosures and pay to play.

Resolution 2026-155 Long-Range Drainage Plan
Colliers Engineering to prep a watershed assessment, infrastructure map, and improvement plan with projects, schedules, costs, and funding options. This is the biggest item on the list but its’ framed as a ‘scarce resource immunity’ which is meant to protect the town in the event they can’t deliver.  Of interest – one item in correspondence connected to a resident concern from Stanley Road regarding a section of pipe with a request for next steps and timeline.

Resolution 2026-156 Composting Services
NP didn’t get any bids after two rounds so it can negotiate a contract-  final price and terms need to be monitored due to the non- competitive bid result.

Resolution 2026-158 Plumbing Services
Rejects three plumbing bids because at least one of the contractors were already available through county/state cooperative purchasing contracts which brings up the age-old question of whether a co-op actually delivers better pricing or just pushes the process away from the bids that were submitted.

Resolution 2026-159 Architectural Services
Rejects all 13 architectural-service proposals because services are no longer needed.
What changed?

Resolution 2026-161 705 Central Avenue Sale
Authorizes the Mayor, Administrator, and/or Borough Attorney to execute closing documents for sale but also ties the town to credits, repair adjustments, liens and closing costs.
