The ordinances we covered for the last meeting’s agenda are back again for final adoption.

Ordinance 2026-05 which allows the Township to exceed the standard 2% cap and increase appropriations up to 3.5% under state law. The ordinance identifies the 1.5% increase above the standard cap as $306,245.67. This would give the township more spending room.

Ordinance 2026-07, a bond ordinance for ~$2.3M for capital improvements -1.48M in Bonds/Notes to finance part of the cost.

The ordinance again references “various projects involving the Rapid Pump”, with details maintained on a spreadsheet in the Finance Office rather than included in the public agenda packet.

Lower Columbia

One of the more significant items on the consent agenda is a resolution to amend the adopted budget to include additional revenue and appropriation for the Lower Columbia Field and Park Revitalization Project.

During the 04/30/2026 Meeting Dr. Foregger alluded to an additional $250k from Connell for the field although that’s not listed on the agenda.

This item appears after April saw more questions being thrown at the Council on funding sources, tracking, and process. We obtained documents from the Township yesterday as a result of an OPRA request that we’ll be looking through in piecing some of these items together.

Again, the agenda does not include a detailed breakdown of the funding source or total project cost within the packet itself, so we’ll wait for official word on what the resolution entails.

Waste Water

Two resolutions extend existing contracts with Rapid Pump & Meter Service Co. through the end of 2026 and cover both repair and measurement/calibration work at the plant.

A separate resolution authorizes the Township to issue a Notice of Intent to Award a contract for pipeline and manhole rehabilitation through a cooperative purchasing agreement.

New Ordinances

Electric bikes and scooters establishes a safety framework:

No reckless/dangerous operation.

Riders need to obey traffic lights, signs and signals.

Can’t carry packages or articles that prevent safe operation.

Can’t carry more riders what the bike is built for.

Low-speed e-bikes and e-scooters allowed on sidewalks if operated under the ordinance’s safety rules.

Motorized bicycles not allowed on sidewalks.

On trails/walking paths, operation has to be “pedestrian-safe” – can’t endanger/interfere with pedestrians.

At night – white front light visible from at least 500 feet and red rear light visible from at least 500 feet.

No modifying a low-speed electric bicycle to exceed the manufacturer-certified speed.

No riding in Township parks or playgrounds unless it’s on a designated bicycle pathway.

You can’t drive like an ass on public roadways

Min rider age of 15- needs to be registered/insured the device, must have driver’s license/permit,helmets are required.

Clarification prohibiting yard waste disposal into waterways

Leaves, grass clippings, debris, yard waste can’t be put on the street unless it’s in a container and going to be collected, you also can’t put it placed in streams, brooks, drainage areas or along waterway banks.
