We’re dealing with a lighter agenda than we saw last meeting although there are 17 consent agenda items, which means all of them can be approved in a single vote. If you’ve been with us for five minutes, you know we’re not fans as it allows the council to bury important items with unimportant items and can give an illusion of discussion.
The biggest routine-dollar item is the bills list which comes in at ~$725K.
Resolution 2026-226 allows NP to apply for a $40K Union County Kids Recreation Trust Fund Grant which would, according to the application, go to seating tables and stools at Veteran’s Park and Centennial Park, along with equipment upgrades at various parks (tennis straps, basketball pole padding etc). This is a match, and NP would throw in another 40K from the ’26 Capital Improvement line and would bring the total spend to $80K.
Budget insertions are used when special revenue becomes available after the municipal budget has already been adopted, and there are three of them on the agenda.
Resolution 2026-228 puts $56K in for a Community Development Block Grant connected to an ADA Bathroom Upgrade at the New Providence Police Department.
Resolution 2026-229 puts $15K in for the CDBG Senior Citizen Public Service and High Risk Health Care Program.
Resolution 2026-230 puts $75K in the Management Enhancement Review Program-meant to help the Borough evaluate operations, develop goals, measurable benchmarks, and assess how technology can improve efficiency.
This appears to connect back to the last agenda, where the Council had an item authorizing the solicitation of proposals for a Management Enhancement Review. At that time, the agenda packet didn’t include a lot of detail – this packet at least includes the award letter and the budget insertion.
The public safety section includes a shared service agreement with the Academy of Our Lady of Peace for assignment of a Special Law Enforcement Officer at the school. The resolution says New Providence would serve as the lead agency under the shared services law.
The Council is also scheduled to adopt the Union County Multi-Jurisdictional Hazard Mitigation Plan 2026. If you’re not familiar with it, the plan outlines strategies and goals to mitigate the impact of events like flooding, but, as we’ve written, it takes money to implement the plan and those dollars are tied to some difficult hurdles.
Another public safety item authorizes the Borough to submit a grant application to FEMA for the 2026 Emergency Management Performance Grant Program for a $100K matching grant to bolster the Borough’s emergency management program, including possible funding for staff, equipment, generators, vehicles and communications systems. The first page of the resolution lists the June 23, 2026 Council meeting, but the attached record-of-vote page says the resolution was adopted at a meeting held on March 24, 2026.
Same issue with Foley Machinery- Resolution 2026-240 approves a requisition to Foley Machinery, NTE $3,100 for a bulldozer rental for flume cleanup but the record-of-vote page says it was already adopted on 06/09.
The Public Works section also includes an application for the 2026 Greening Union County Grant for the purchase and installation of trees. Matching dollars are listed as coming from the Borough’s Tree Replacement Trust account.
The correspondence section includes a resident report about a missing street sign at Ethan Drive and South Street, the New Providence Board of Education’s 2026-2027 meeting calendar, a Berkeley Heights Board of Adjustment notice for 146 Baker Avenue, Union County’s Kids Recreation Trust Fund and Greening Union County grant offerings and the DCA Management Enhancement Review Program grant award.
